The following reminders and updates appeared in the most recent newsletter from Maryland MVA and have been included in full below in case you missed them:
Vehicle Transactions – Tips & Reminders
- When requesting a change of address for an individual, please verify the new address is not associated with a business, and if there is an apartment, include the apartment or unit number
- Title or registration correction transactions must be submitted to the portal and not the MDDTTS email box.
- Issuing a temporary tag after the title and registration transaction has been done voids the previous record. If a temporary tag is voided, please email MDDTTS@mdot.maryland.gov to notify us, because it needs to also be voided in our system.
- Transmittal sheets are to be scanned with title and registration documents.
- Ensure all applications are completely filled out to avoid rejections.
- NMVTIS Review- To avoid transactions going into NMVTIS Review, ensure the title number, title state, and title issue date are entered correctly.
- For purposes of calculating excise tax, the following are taxable items:
- The retail purchase price
- The shipping or freight charges;
- After manufacture, items included with the vehicle at time of purchase and
- Manufacturer rebates.
***Only Dealer discounts and rebates, dealer trade-in allowances, extended warranties, mechanical repair contracts, federal excise tax, equipment installed to accommodate a disabled person, and ERT fees are NOT taxable.

Current Registrations Fees
- The fees collected should be according to class and Gross Vehicle Weight (GVW) of the vehicle. If a customer was overcharged, the customer must be refunded by the dealer.
- Some registration fees increased on July 1, 2025. Visit Vehicle Registration/Tag Fees for the current list of registration and tag fees.
Interchangeable Dealer Tag Insurance Requirements
- Auto Liability insurance is required at all times in order for a dealership to maintain Dealer plates.
- The MVA has made enhancements to our system that will automatically send a warning letter to dealers if their auto liability insurance is within 30 days of expiration AND an additional letter once the insurance expires.
- Dealers will now be able to access a link on their business portal in order to update their insurance information.
- You must upload the Certificate of Liability Insurance (COI), not the insurance cards.
