Business Licensing and Dealer Services Counters in Glen Burnie-
- Counter location in the Glen Burnie Branch will be moving effectively on 4/13/26. We will now be located at the end of the main hallway, past the elevators, on your left before you get to the Investigations office.
- Business Licensing & Compliance will be located at Station #1.
- Dealer Services will be located at Station # 3.
Motor Carrier – Tips & Reminder
- Rental vehicle plate without a sticker – Rental-Registration-Plate-Bulletin.pdf
- Rental companies with 5 or more vehicles active may apply for a new rental plate through their active rental fleet account. Simply select the vehicle you want the plate for, submit the transaction and your new rental plate will be processed and mailed to you.
- Plates for eligible fleet vehicles will include “DR” and will not have a registration sticker. These plates are valid without a registration sticker.
Vehicle Services – Tips & Reminders
- The Affidavit in Lieu of Title (VR-449A) must be accompanied by an older MD title. It cannot be used as an ownership document by itself.
- Please make sure a copy of the customer license, both front and back, is submitted with all portal transactions.
- There will be a memo to explain titling off road vehicles, low speed vehicles and motorized bikes in late April.
- Titles will no longer show the full MDID or license number of the owner and co-owner as of 4/1/2026. Only the last 4 digits of the vehicle owner’s MDID or license number will be printed on titles.
Business Licensing & Compliance Updates & Reminders
- COMAR Updates- Late Titling
- Dealers will now be charged $30 on the 1st day of lateness (day 31) and $1 per day after that (day 32 and beyond) for late titling transactions.

- Loaner Transactions- Reminder
- When processing a transaction as a “Loaner” please make sure to mark it with the correct use type in your ERT system which should be “Loaner.”
- Also make sure to use the updated VR-005 (version dated 12/2025) which includes a spot to mark the vehicle as a “dealer loaner” and include the dealership’s ID number.
- DO NOT mark the vehicle as a “Rental” if it is intended to be a “Loaner.”
- Auto Liability Requirements for Dealer Plates- Reminder
- Please make sure you dealership has and maintains the proper auto liability insurance requirements at all times. See Bulletin that was issued March 14th, 2025.
